It's part of a forum skin used on websites such as this one, but i couldn't find it in the list of skins, so it may have been taken down.
If you're wondering where it came from before it was a forum skin, i have noooooo clue. | |

| Yes Nil, it was used in a forum I was part of a long time ago and I liked the layout of the categories and wanted us to have it and see what people think of it, ofc I'd change the banner so it isn't that particular one, but as you guessed, I am looking at forum skins  Thankies Kaine ^_^ | |
